Discussion Paper National Finance Commission: An Incomplete Guide to the Issues in Resource Distribution in Pakistan published in cooperation with Lead Pakistan The paper addresses the issue of resource distribution in Pakistan; and examines the distribution of fiscal and Natural resources between federal and provincial governments.




While delineating the existing mechanisms for resource distribution, it is an endeavor to initiate a healthy debate in the educated community to resolve such issues. It is titled as an “incomplete guide” primarily because very little information is available in the public domain and those who have been involved in decision-making have very rarely engaged in public discourse - an essential prerequisite for consensus building. The discussion paper is designed to inform the reader, in non-technical terms, some key elements of this important issue. The paper was shared with members of the civil society, media, academia, government and corporate institutions in a launching seminar on 4 June 2007 in Islamabad. It generated a great deal of debate and interest and we hope that you will enjoy reading and sharing with others.
