Devolution of power is an important liberal value and the Liberal Forum Pakistan has been consistently been in favor of having individual citizens be the master of their destinies. Pakistan has had a very sporadic experience of local bodies and the recent experiment, although welcomed by Pakistani liberals, has a lot of room for improvement.

Just what are the gaps in the present set up, what has been the experience of the last four years and what could be the alternatives is the subject of this booklet on local bodies that has been printed by the Liberal Forum Pakistan. The report has been penned by the Chairperson of the LFP, Mr. Asif Khan, himself an active elected member of the District Assembly.
