Project SMED was established in 1989 as a joint project of the Friedrich Naumann Stiftung (FNSt) and the Federation of Chambers of Commerce and Industry in Sri Lanka (FCCISL).

The primary objectives of SMED is the development and promotion of a market economy in Sri Lanka through the improvement of the competitive performances of individual Small and Medium enterprises, as well as the strengthening of the Chamber movement which represent the SME sector in the country.
